One doubts there are many situations so frustrating that it will drive one of the region's most senior police officer's to resort to social media to sort it out. But over the weekend Paul Netherton, the assistant chief constable of Devon and Cornwall Police took to Twitter because of the extraordinary circumstances that led to a vulnerable 16-year-old girl with mental health issues being locked up in a police cell.
