Dad fears kidnap bid man could strike again This is Hull and East Riding --

THE father of a little girl who fought off a man trying to abduct her fears her attacker may strike again.

Jason Fallows, who suffers from severe learning disabilities, tried to drag the girl into a caravan at a holiday park in the seaside resort of Hornsea.

The eight-year-old girl, who cannot be identified, fought him off by hitting him with her scooter.

A jury at Hull Crown Court ruled he attempted to kidnap the girl but decided he was not intending to rape her.

The girl's father said Fallows, 22, should be under constant supervision.

He said: "He should never be allowed near kids on his own again. He is always going to be a risk. He needs supervising 24 hours a day.

"There is no justice in this at all. Why was he trying to drag her into the caravan if it wasn't for sex?

"The reason we went through with all this was to make sure it could never happen to anyone again. I don't want him locking up in prison, but he needs supervision.

"He didn't hurt my daughter, he just scared her, but what would have happened if he had got her in the caravan?

"He would have got more supervision if they had said he was doing it to rape her."

The girl was on holiday with her parents, brothers and grandmother at Barcourt Estate caravan park in Cliff Road when the attack happened on April 1.

Fallows grabbed her as she was playing near the caravan he was sharing with his foster carer, who had gone shopping.

In a video interview played to the jury, the child said she clung on to railings around the caravan before "whacking" him with her scooter.

Fallows then went back inside and she ran screaming to her grandmother.

When confronted by his foster carer and her sister, Fallows said he wanted to drag the girl into the caravan to have sex with her.

His foster carer Jean Lancaster said in her statement, read out in court: "I asked him if he knew what sex was and he said he would take all his clothes off and all her clothes off."

Fallows suffers from learning disabilities, autism and adult attention deficit hyperactivity disorder.

The family of the girl, who are from West Yorkshire, have been visiting Hornsea several times a year for ten years.

Her grandmother said: "We thought it was the safest place on earth. The kids would just go around playing and it was great.

"I have never seen anyone as scared as she was. I will remember how she looked until the day I die.

"She is the sweetest, most beautiful girl and now she is scared to be on her own. She won't even go to sleep by herself."

Fallows is now in local authority care in the community.

The girl's father said: "He is leading the same life. We have been told he is doing things like going to football matches with his carers.

"My daughter is not the same, she is scared of being on her own and has lost her confidence.

"Why should we have to suffer and he gets to do things like that?"

Fallows may not be brought back to Hull Crown Court to hear his fate. He cannot be jailed and psychiatrists are not recommending he is detained in hospital.

The Honorary Recorder of Hull and the East Riding, Judge Michael Mettyear, said: "I do not have the power to send him to prison, even if I wanted to. It is now simply about making an order which gives the right control and protection.

"It would be highly unusual for the whole case to be heard in the absence of the defendant."
